Council approves three salary/grant appropriations for health, prosecutor and CASA programs

On Nov. 12 the council approved a set of salary and appropriation items tied to federal and private grants.
Bill 114‑24: Mike Rubel, director of operations for the Saint Joseph County Department of Health, said the department received a no‑cost extension to continue funding eight community health workers in 12 high‑need census tracts through August 2025; when current funds are exhausted the program will transition to Health First Indiana funding. Rubel described services provided by CHWs including insurance navigation, referrals and COVID testing. The council approved the extension by roll call (8‑0).
Bill 115‑24: The prosecutor's office requested an appropriation tied to an IPAC grant to fund part‑time student positions. Attorney/representative Bob Risenhuber said Notre Dame reimbursed $23,309.49, which is the amount requested for appropriation; the council approved the bill 8‑0.
Bill 116‑24: Brenda Matthew Skavich, executive director of CASA, described a two‑year Victims of Crime Act (VOCA) grant beginning Oct. 1, 2024 and running through Sept. 30, 2026 to fund three staff positions; the county fronts costs and is reimbursed quarterly. Council voted to pass bill 116‑24 8‑0.
All three measures carried unanimous support at the meeting and will proceed through routine administrative implementation and reporting associated with each grant.
