Area planning commission recommends floodplain ordinance updates to maintain flood insurance eligibility

The St. Joseph County Area Planning Commission on Nov. 19 unanimously recommended that the county council adopt a text amendment to bring county floodplain regulations into compliance with updated state and federal requirements.
Sean Klein, APC staff, presented APC 3055‑24, explaining the proposed amendments to Title 15, chapter 154 (sections 154.290–154.296) are based on a model ordinance supplied by the Indiana Department of Natural Resources. Klein said the updates are required so residents in the unincorporated county can continue to participate in the National Flood Insurance Program and retain access to flood insurance. "We cleared everything with Randy James, the floodplain administrator over at the building department," Klein said.
No members of the public spoke against the change; one speaker voiced support. The commission moved and voted unanimously to forward APC 3055‑24 to the county council with a favorable recommendation. The commission also approved routine items on the agenda — findings of facts for Oct. 15, 2024; the 2025 Area Plan and Plat Committee calendars; meeting minutes — and heard executive director updates on upcoming housing and trail studies.
The county council will consider the ordinance update; if adopted, implementing departments will update local code and the building department will administer floodplain permits under the revised standards.
