Humboldt County supervisors adopt 2024–28 highway safety plan, approve road payments and property actions

The Humboldt County Board of Supervisors adopted a 2024–2028 Strategic Highway Safety Plan to qualify for safety funding, approved release of $30,000 in retainage across three paving projects, approved a MidAmerican Energy right-of-way plan and a split voucher payment for a Dakota City building, and forgave penalties on a long-delinquent lot sale under conditions.
Humboldt County supervisors voted to adopt the county—s Strategic Highway Safety Plan for 2024 through 2028 and approved several routine county business items, including release of retainage on road projects and property tax actions.
County Engineer Ben told the board the SHSP was prepared under a statewide grant that required each county to produce a safety-action plan. "This is adopting that plan which will in turn make it so that we can request funding for those improvements," Ben said. Supervisor Sandy moved to adopt the plan; Bruce seconded the motion, and the board adopted the SHSP by voice vote.
Adoption of the safety plan makes the county eligible to apply for state and federal funding for identified safety improvements, according to Ben. The plan was described as a coordination exercise with law enforcement, fire departments and other local stakeholders to identify "problematic areas" and potential improvements.
On routine financial business, supervisors approved release of $30,000 in retainage across three paving projects. Ben listed the splits as $2,982.25 on the local project, $11,848 on the STP (Surface Transportation Program) project and $15,168.81 on the farm-to-market project. A supervisor moved to pay the final vouchers and the board approved the motion.
The board also approved a MidAmerican Energy application to perform construction and re-span poles near the south end of Lone Tree Road after staff reported a couple of poles were on the fence line and needed to be moved off county property.
Supervisors approved voucher number 3 for the Dakota City Building, authorizing a split payment between secondary roads funds and ARPA funds. Ben said secondary roads will cover $100,000 toward the new building to free ARPA funds for bridge and conservation work.
In property tax business, the board considered a request from Jason Dodd to purchase three lots from Marlene Schneider in Dakota City. Staff recommended allowing payment of the current taxes and costs ($2,160 in taxes and $468 in publication costs, a total of $2,628) and forgiving accumulated penalties of $8,665 so the property could return to the tax rolls, provided Dakota City confirms access to the closed alleyway that gives the lots service access. The motion to forgive penalties and accept payment passed after supervisors asked staff to obtain written confirmation from the city.
The board accepted and placed on file the commissioners— drainage report and set a hearing to consider reclassification and an appraiser—s report for Jan. 6 at 9:00 a.m.
Before adjourning to closed session, the board moved to enter a closed session under "21.5" (motion and second recorded).
