The St. Joseph County Redevelopment Commission voted Oct. 22 to award HRP Construction, Inc. a $25,897,000 contract for the Saint Joe Energy Center (SJEC) Water Treatment Plant Phase 3 after engineering review concluded HRP was the lowest responsive and responsible bidder.
Earlier in the meeting staff had opened bids and reported a single responsive proposal from HRP Construction at $25,897,000. Staff recommended award after engineering review; the commission voted to award the contract (roll-call 'Aye' votes by Mister Lane, Mister Horvath and Mister Jordan).
The commission also approved a procurement change order resulting in an approximately $18,000 net credit from Cummins related to generator sizing adjustments after pump designs were refined. Speaker 9 said the credit reflected downsizing of one generator after pump-sizing updates and that Cummins had kept generator deliveries on schedule.
Separately, the commission approved a change order to add a generator to the State Road 2 Lift Station project based on a Cummins quote of $95,313.36. Commissioners asked staff to confirm the generator's kilowatt rating after the meeting and noted the lift-station generators will be owned and operated by the town or city that will manage the facility.
What happens next: Contracts will be executed with HRP Construction, change-order paperwork will be finalized, and staff will follow up with the commission on the State Road 2 generator rating.
