Moore County approves $1.85 million in TDMA radio upgrades for 911, EMS and fire departments

Moore County commissioners on Nov. 6 approved a series of contracts to upgrade the county's public-safety radio system to TDMA technology, a timetable-driven digital standard county staff say is required for future compatibility.
County Public Safety Director Brian Phillips asked the board to authorize a sole-source contract with Radio Communications Company for a ZTron/TDMA upgrade at the primary and backup 9-1-1 call centers, recommending a not-to-exceed cost of $796,545. Phillips said $530,857.50 would come from the county's E-9-1-1 surcharge fund, $148,643 from a 9-1-1 grant awarded in November 2023, and the remainder from the county's standard-allowance/ARPA fund. The board approved the contract and an associated budget amendment by voice vote.
Separately, commissioners approved purchases under state contract 725g for equipment for Moore County EMS ($147,372.60) and for mobile/portable and control station radios for fire departments ($910,559.35). Phillips identified which departments are fully or majority county-funded and said the fire purchases would be paid largely from ARPA funds (Fund 437, the county's standard allowance).
The upgrades will migrate county radios from legacy CDMA to TDMA and are intended to ensure interoperability and to prepare the primary/backup centers and first responders to receive TDMA programming by July 1, 2025, county staff said. Implementation will proceed once finance and legal complete contract execution.
The board approved the motions unanimously by voice vote. The contract approvals included authorization for the chairman to sign documents upon legal and financial review.
Next steps: staff will finalize contracts with the vendor and begin phased implementation and equipment replacement.
