The committee voted to forward Bill 66-24, a revision to the St. Joseph County employee handbook, to the full council with a favorable recommendation after questions about disciplinary procedures and how accrued leave would be handled.
Peter Agostino, presenting for the petitioner, said revisions include a recommendation for progressive discipline but not a mandated matrix and reported an updated estimate for the potential buyout of vacation and benefit time of roughly $644,629 (down from an earlier estimate near $800,000). "That's a number that will change every time you take a look at it," Agostino told the committee.
Councilors pressed how unused sick time would be treated and whether employees could lose accrued sick time under the proposed caps. Agostino said unused sick time is not paid out at separation but can be converted to PTO up to caps for longer-tenured employees; he said staff can provide individualized explanations for employees concerned about their balances.
A motion to send Bill 66-24 favorably to the full council passed in committee with one recorded nay; the bill advances to the full council.
