Drainage board approves minutes, contractor payments and DLZ utility crossing permit

Michael Geiger of DLZ (S11) presented a permit request on behalf of the St. Joseph County Redevelopment Commission for trenchless installation of two 16-inch ductile iron water mains, a 16-inch ductile iron force main and two 2-inch HDPE conduits for fiber optic beneath the Nesbajani (transcript also contains a variant spelling 'Nesbocyanne') Ditch at the northwest corner of State Road 2 and Lisonbee Drive. Geiger said the crossing will be installed a minimum of five feet below the ditch bottom using trenchless excavation methods as part of the State Road 2 Lift Station Force Main and Sewer Project (St. Joseph County Project No. 92403-S). Bids for the work were noted as due the following day. The board voted to approve the permit.
Separately, the board discussed a ranch subdivision encroachment into a drainage easement. County staff and the board said final signatures on the easement could not be completed at the meeting because a required signed easement agreement between property owners was not yet on file; the board asked staff to obtain the signed agreement and return the matter for acknowledgment at a subsequent meeting.
S2 moved to adjourn after a short legal question about virtual public comment was answered by the county attorney (unnamed in the transcript); the motion carried by voice vote.
Actions taken at the meeting (as recorded in the public transcript) include approval of the July minutes, approval of contractor payments, approval of HRP’s dewatering discharge (reported separately) and approval of the DLZ ditch crossing permit.
