Commission staff opened and later recommended award of two major county infrastructure contracts during the meeting. For the State Road 2 Force Main, Lift Station, Gravity Sewer, and Water Main project (project 92403‑S) staff read bids and recommended awarding the contract to C and E Excavating (Elkhart) with a recommended award amount of $10,895,376, pending receipt of that firm’s financial statements.
For the Smilax/Smilex Road Lift Station and Force Main Replacement project (project 92402‑S) staff recommended awarding the contract to C and E Excavating for $10,385,374, again subject to receipt of financial statements and required approvals. During the bid opening DLZ staff read the bids aloud: "The amount of the bid is $10,895,376.00" and later confirmed the Smilax/Smilex bids at $10,385,374 and $10,825,000 for the two bidders.
Commissioners approved motions to accept the bids for review earlier in the meeting and later approved awards on the tabulations presented. Staff noted awards are contingent on submission of missing documentation from the recommended contractor(s) and any necessary approval by the St. Joseph County Board of Commissioners.
The commission also tabled the Phase 3 Saint Joseph Energy Center Water Treatment Plant expansion award and scheduled a special meeting Sept. 24 to address that item.
