County reallocates funds to Mayflower Bridge, pilots cold-compacted asphalt

The county's Infrastructure Planning & Growth office outlined a set of budget transfers to prepare for a busy construction season and rising costs. The staff presenter said the package includes reassigning a $60,000 vacant highway engineer salary into consultants and contractual services, transferring $2 million from major bridge maintenance into the Mayflower Bridge project, and appropriating cash to support additional paving and a CCAP (cold compacted asphalt) pilot program.
The presenter said the Mayflower project (Mayflower over Nick Dee, Northwood Southern) is expected to let in mid-September and the latest estimate increased the county's potential share of cost. "We're taking that $60,000 and moving it into consultants... the next item is transferring $2,000,000 from our major bridge maintenance rehab into the Mayflower Bridge project," the presenter said.
Councilors asked where CCAP would be tried and staff said it would be used in more rural situations where the material has performed satisfactorily in earlier trials. The committee voted to forward the transfers and appropriations to the full council with a favorable recommendation; staff will supply project lists, consultant scopes and updated cost estimates ahead of final appropriation.
