St. Joseph County commissioners approve contracts, ratify payables and table Fillmore Road bid

The St. Joseph County Board of Commissioners on Aug. 13 handled a range of routine and project items: approving accounts payable, ratifying prior payables, approving a settlement, awarding service agreements and tabling a bid award for Fillmore Road improvements.
Routine finance and procurement actions: The board approved the accounts payable docket and ratified accounts payable for July 23, July 30 and Aug. 6 that had been inadvertently left off a prior agenda while staffing changed. Bree Roberts of county procurement presented a settlement and release of claim for damaged county property; she said the at-fault party’s PD limit was $25,000 and recommended approval of a $23,513.17 settlement, which the board approved.
Facilities and service agreements: The board approved an annual service agreement with VFP Fire Systems for inspection and testing of sprinkler systems, backflow devices, fire pumps, extinguishers, exit signs and alarm panels at seven county facilities; the contract cost cited in the meeting was $23,729 annually and funds were available in the facility maintenance budget.
Advertising requests and bid award: County economic development staff presented three requests to advertise bids related to infrastructure needed for the Amazon project: a State Road 2 force main/lift station/utility extension, Saint Joe Energy Center water treatment plant Phase 3 and the Smilax Road lift station and force main replacement. Staff said those projects will largely be funded by Amazon Data Services and a GM bond and that bids will be advertised in local papers with a Sept. 10 opening. Separately, three bids were previously received for Fillmore Road improvements with amounts roughly in the $2.5 million to $3.1 million range; staff asked for more time to review bid packages and the board voted to table the award for one week.
Personnel and health programs: County Surveyor Robert Krasinski requested a $5,000 change order to extend a contract covering Ryan Kingston through year-end, funded from section corner money, which the board approved. The county health department’s Renata Williams asked the board to approve a Beacon Resource Center agreement to provide prenatal classes and postpartum support as a pilot in ZIP code 46628; Williams said the pilot expects about 25 women per class initially and will be funded through the Health First Indiana program. The board approved the health agreement.
Next steps: Items tabled or forwarded for further review will appear on future agendas. The board recessed at the close of the session.
