Commissioners approve INDOT interlocal amendment and contractor settlement tied to AWS work

The St. Joseph County Board of Commissioners approved two transportation-related contract actions during its Aug. 27 meeting.
Bill Schellio, the county’s economic development director, asked the board to approve Amendment No. 1 to the INDOT–St. Joseph County interlocal cooperative agreement. Schellio said the amendment would provide $927,822.90 to place four conduit casings under State Road 2 to allow extension of water, sewer and fiber to the south side of the road as part of an AWS project; he told commissioners the cost will be paid by AWS and not by county taxpayers.
Separately, county engineer Skye Meaders presented change order No. 13 on the NDOT contract R‑33106 (Cleveland Road over the St. Joseph River to State Road 933). Meaders said a contractor claim for delays tied to utility relocations had gone through mediation; the settlement adds $503,364.72 to the contract. Federal aid and MACOG funds contributed toward the amount; Meaders said the county’s net share is about $100,000. Commissioners discussed the long-running nature of the claim, noting the project wrapped up in 2019 and the claim originated thereafter. The board approved the change order.
Both measures were moved, seconded and approved by voice vote. County staff indicated coordination with INDOT, MACOG and legal counsel in negotiating the settlements and amendments.
