Council passes routine appropriations, approves energy report and declines a legal-services payment

A motion to approve payment for Mr. O'Brien's legal services for June 2024 failed on a roll-call vote (recorded as 4–5), prompting the presiding officer to note the county risks breaching a previously approved contract if the services are not paid.
