Commissioners ratify UPS maintenance for 911 center after recent failures; board warned staff must seek prior review

County staff asked commissioners to ratify a maintenance agreement for the uninterruptible power supply (UPS) at the 911 center after both the UPS and the backup generator recently failed during an event.
"This is a maintenance contract to provide maintenance for the uninterruptible power supply system that fills the gap at the 911 center between when power goes off and should the generator not take on right away," a county official explained. The official said the maintenance plan "should fix that problem."
Commissioners noted that a contract had been signed without prior commission review. "So we're ratifying something, but it's important that we have this up and running," a commissioner said, adding that staff had been advised not to sign contracts without prior review and that state board of accounts requirements mean contracts should be examined before signing.
A motion to ratify the contract was moved and seconded and the transcript records aye votes in favor of ratification. Staff said they will follow up to determine why the generator did not engage and to report back.
The upgrade of the county’s backup center at 701 West Sample Street in November 2022 was referenced as an existing resource; staff said they will check whether failover protocols and testing met SOPs and will return next week with an update after talking with the contractor about repairs.
