Commissioners approve routine business: laptop purchase, RFP criteria, veterans resolution and set public hearing for Reliance Packaging

At their Oct. 15 meeting the Moore County Board of Commissioners cleared several routine but consequential items.
The board approved the consent agenda and then approved a staff request to authorize the chairman to sign a purchase contract to refresh 110 county laptops. IT Director Kaye Ingram said the purchase includes docks and Dell Pro Support and that retired devices are typically donated to Cramden (a Greensboro‑area organization). The transcript lists the purchase total in an inconsistent numeric form; staff said the purchase was budgeted in the Information Technology department budget and included docking stations and support.
The board also approved the use of an evaluation‑criteria approach for the county’s health‑insurance procurement (RFP) so that proposals could be judged on broader factors than cost alone; the HR director and assistant manager described the need to apply evaluation criteria when services exceed statutory procurement thresholds.
In recognitions, commissioners adopted a resolution declaring Nov. 1–15, 2024 as Operation Greenlight for Veterans in Moore County and encouraged residents to display green lights to honor transitioning service members. The board also voted to reappoint two Juvenile Crime Prevention Council members — Annette McGraw and Miriam King — for two‑year terms through Oct. 31, 2026.
Economic development business: Natalie Hawkins, president of the Moore County Economic Development Partnership, asked the board to call a public hearing on an economic development incentive proposal from Reliance Packaging for a $7.4 million expansion in Aberdeen that is expected to create 32 jobs at an average wage of about $53,000. The board set the public hearing for Tuesday, Nov. 19, 2024 at 5:30 p.m.
Other items handled earlier in the meeting included a conventional rezoning for a 2.59‑acre parcel at 129 Dobie Road from B‑1 to RA (approved) and administrative appointments to county boards.
