Moore County commissioners on Oct. 15 approved an amendment to the special‑use permit and preliminary plat for Gretchen Pines subdivision, Phase 5, adding 27 lots on a roughly 42.04‑acre parcel off NC Highway 73 West End.
Planning Director Deborah Ensminger told the board the development is a major conservation subdivision originally approved in 2019 for 166 lots; reconfigurations had reduced the recorded lot count and the applicant is now proposing to bring the total back to 166. Staff reported the site would be served by Moore County Public Utilities for water, individual private septic on lots, a recorded stormwater management plan with NCDEQ post‑construction permitting, and an approved sedimentation and erosion control plan. Staff recommended approval with a subdivision review‑board condition.
Applicant attorney Tom Johnson told the board the applicant agreed to incorporate the subdivision review board’s additional condition requiring that any fences installed within drainage easements be constructed to allow water flow through (flow‑through fence) and that note would be included on the final plat and restrictive covenants.
A motion to approve the amendment and preliminary plat — including the flow‑through fence requirement and a requirement to place the condition on the final plat and restrictive covenants — carried by voice vote. Planning staff will prepare a board order for the record.
