Planning director Deborah Ensminger asked the board to call a quasi‑judicial hearing regarding an amendment to a special‑use permit and approval of a preliminary plat for Gretchen Pines subdivision Phase 5, which would add 27 lots on one parcel totaling about 42.04 acres off NC Highway 73 West.
Ensminger said the subdivision review board unanimously recommended the application be found complete. She explained that when earlier phases were approved the total allowed number of lots was 166; current reconfiguration leaves 139 approved lots and adding 27 would not exceed the original total. Ensminger offered to answer commissioner questions and formally moved the call for the hearing, and the motion carried by voice vote.
