Moore County commissioners swear in new member, approve zoning, accept audit and adopt disaster aid resolutions

The Moore County Board of Commissioners met Dec. 2 in Southern Pines and completed organizational business, several routine approvals and a set of votes on land‑use, finance and disaster‑assistance measures.
Tom (Thomas) Adams was sworn in as commissioner for District 4 by Judge Skipper Creed. The board then elected Kirk (Kurt) Cook as chair and reappointed Nick Pacerno as vice chairman by voice vote. The board approved the annual examination of public official bonds under North Carolina General Statute 58‑72‑20, accepting bonds for county finance, register of deeds, sheriff and tax officials.
On the consent agenda the board approved a revised conditional zoning agreement for an automotive entertainment facility (Autoport LLC). Staff amended language to reflect recorded discussion with the developer’s sound engineer; the condition now specifies that mitigation should limit audible car noise at the property line to roughly 75 decibels with monitoring and a commitment that cars “will not be heard” beyond a maximum of 200 yards of the property line. The board moved and approved the item unanimously.
The board also approved a special use permit and preliminary plat for Tri South Builders’ Brookwood Subdivision Phase 5, adding four lots to bring total lots to 132 on roughly 133.84 acres. Planning staff told commissioners that stormwater permits are complete, open space for the development meets the conservation subdivision requirement (36.68% vs. 30% minimum), and that the subdivision will use individual septic systems. The approval included staff‑recommended conditions about fence installation in drainage easements and an additional entrance sign requested by the applicant.
Auditors from Malden & Jenkins presented the FY2024 audit for the fiscal year ending June 30, 2024. The county received an unmodified (clean) opinion on its basic financial statements and on two component units. Auditors reported one material weakness related to a prior‑period restatement tied to opioid settlement accounting and cited two significant deficiencies tied to Medicaid eligibility documentation and a late state report for a transportation assistance program. The board moved to accept the audit and approved a recommended response letter to the Local Government Commission (LGC) addressing the findings and two financial performance indicator concerns.
The board adopted two resolutions to support Transylvania County’s Hurricane Helene recovery: one calling on FEMA and North Carolina Emergency Management for more practical, usable assistance and a second asking Moore County citizens to offer housing, supplies and volunteer labor. Commissioners discussed coordinating drop‑off points and a possible delegation visit to the affected area.
Other approvals included an MOU amendment to extend a North Carolina 911 Board grant deadline through June 30, 2025 to complete Viper upgrades, and multiple routine appointments to local boards and committees, including a new appointment to the ABC board and reappointments to the Local Emergency Planning Committee. All motions reported were approved by voice votes or unanimous tallies at the meeting’s close.
The meeting adjourned and participants were invited to a holiday tree lighting following the session.
