Associate municipal court judge Eduardo Davila Jr. administered the oath of office during the ceremony after city of Laredo deputy attorney Joaquin Rodriguez introduced Morales and recounted his background as a local graduate who chose to return to his community after law school. After repeating the oath, Morales signed the document presented by elections officer Jorge Gutierrez and posed for photographs.
The swearing-in followed brief procedural items and a roll call that established a quorum. Deacon Steve Landin delivered an invocation and Martin High School musicians performed the national anthem. Guests in attendance included a City Council representative, a Laredo College Board representative, a county court judge and former and current local officials and family members.
In remarks after taking the oath, Morales thanked teachers, family and supporters, reflected on growing up in the San Francisco Javier neighborhood and described public education as central to community opportunity. “Public education … is under attack right now at the state and at the federal level,” Morales said, framing his service as a way to defend educational values in the district.
The meeting closed shortly after the ceremony. An unidentified participant moved to adjourn; Morales seconded the motion and the board passed it by voice vote.
The special meeting record shows the oath was given for the trustee seat representing District 2, which includes Dyches Elementary, Valina Elementary and McDonald Elementary schools. No formal contested votes or policy actions were taken during the event.
