Everett honors water‑filtration staff, swears in new officer and approves consent items

At the start of its Dec. 18 meeting, Everett City Council recognized the city’s water filtration staff for three consecutive years of treatment‑plant optimization under a Washington State Department of Health program. Laura McLaughlin of the Department of Health and Derek Pell, regional manager, commended plant staff; Mayor Franklin and staff thanked Operations Superintendent Jeff Mars and Public Works Director Ryan Sass.
The council then swore in Everett Police Department recruit Lucas Carmona, who recited the oath and was welcomed to the department. Council members also confirmed several board and commission appointments by unanimous vote.
In consent business, council approved items 1–19 (with item 7 removed earlier in the meeting) and granted authorization for the mayor to sign a professional services agreement with Scheels Oblitz Johnson Inc. in the amount of $457,986. Candy Bartlett, labor and administrative services director, explained small adjustments to the 2025 salary ordinance after an AFSCME membership vote returned wages for affected classifications to 2024 levels pending further union action.
