Commission recommends Gordon zone change to City Council and approves associated flag lot

The Lehi City Planning Commission on Dec. 12 recommended that the City Council approve a zone change for Kevin and Sarah Gordon for 1.63 acres at 860 North, 23100 West and separately approved a conditional-use flag lot for the same parcel.
Staff explained the proposal would change the front acre to neighborhood commercial (limited by an existing development agreement to allow a childcare center) and the rear portion to R122 residential for a future home. Staff told commissioners several DRC red-line comments remain, including bringing the property into compliance (removal of trailers and vehicle storage), providing required water dedication and updated legal descriptions. On the enforcement issue staff said the violations have not been fully resolved and recommended including DRC comments as conditions so the compliance is completed before the zone change is recorded.
Applicants Kevin and Sarah Gordon told the commission their intent was to use less than the full 1.63 acres for neighborhood commercial and to reserve the back for residential. Kevin said, “we thought it was a better use of the land because we weren't gonna use the full 1.63 acres for the neighborhood commercial use.” Commissioners raised traffic concerns and pickup/drop-off impacts for the proposed daycare and discussed shared driveway access because 23100 West is a major arterial; engineering staff indicated shared access was likely and final access type would be decided at site-plan review.
After discussion, the commission moved to give a positive recommendation to City Council for the zone change, explicitly including DRC comments to require that existing nonconforming vehicle storage be resolved prior to the zone change becoming effective. The commission then approved the flag-lot conditional use without adding orientation conditions, but the approval was recorded as contingent on the zone-change conditions (i.e., the trailers removed and City Council action where required). The zone-change recommendation is scheduled to go to City Council in January (staff indicated Jan. 14).
