Oak Creek Engineering presented a traffic-engineering study for the M and 11 intersection and recommended installing traffic control on the intersection's minor approaches after site-distance and vertical-profile analysis.
Grant Parker described the site distances and classified the west approach as having the worst obstruction (a classification of "3" for permanent obstruction), with measured sight-triangle distances near 355 feet on one approach and 165 feet on another. "Both of those triangles being substandard typically need some sort of control," Parker said, explaining that restricted sight distance on minor legs often justifies yield or stop control.
Parker explained that an all-way stop may be appropriate when, after stopping, a driver cannot safely see and clear the intersection before cross traffic arrives. The county discussed options including minor-leg stop control, removing limited obstructions near property lines, or pursuing a countywide classification if similar intersections share the same problem.
Next steps: the board asked staff to prepare a resolution for proposed stop signage at the intersection and to return with recommended language and supporting documentation for the next meeting.
