La Porte amends animal ordinance to increase allowed pets, define foster homes

The La Porte City Council approved Ordinance 2024-4017 Sept. 9, revising Chapter 14 (keeping of animals). Staff explained the ordinance adds definitions (including animal foster home and livestock), increases the maximum number of dogs and cats at a residence from four to five, and defines foster placements: a person may maintain up to two foster dogs or cats older than four months for periods of up to three months without those fosters counting toward the household maximum; litters younger than four months are counted as one animal. The ordinance also clarifies kennel rules and requires one acre or more to operate a kennel.

Council asked whether the city ordinance would conflict with homeowners’ association deed restrictions; staff explained deed restrictions and HOA rules that are more stringent would prevail. After discussion, Miss Williams moved to accept Ordinance 2024-4017 and the council carried the motion by voice vote. The ordinance includes standard severability and penalty language (fine up to $500 for violations).
