La Porte OEM briefs council on regional Pemex chemical incident; plume stayed away from city

OEM reported that Deer Park initially issued a shelter‑in‑place order that was later expanded and that Pasadena also issued shelter instructions for portions of its jurisdiction. OEM said La Porte monitored wind direction and forecasts and did not issue a shelter‑in‑place because plume modeling and wind conditions kept the hazard away from the city. Staff described responder staging, protective equipment and triage operations at the Pemex site; the presentation referenced contractor injuries and reported two fatalities among Pemex employees, with additional hospital transports reported by Pemex.
Council members asked about responder protection and staging practices; OEM confirmed responders use appropriate protective gear, establish staging areas away from the plume and coordinate approach based on wind direction. OEM also noted that the city’s notification tools performed well in the event and emphasized continued coordination with neighboring jurisdictions.
