Council reallocates ARPA funds to Brook Glen drainage, approves fitness center change order

La Porte — Council voted to reallocate $3,515,000 in American Rescue Plan Act (ARPA) funds from three projects that will not meet ARPA deadlines to the Brook Glen subdivision drainage improvement project, which is already under contract and expected to be completed before the grant deadline.
Public Works staff explained that CLFR 11, CLFR 12 and CLFR 15 are unlikely to meet the ARPA contract requirements and that GrantWorks (the city’s ARPA administrator) has reviewed and approved the proposed reallocation. Staff said city budgeted funds previously committed to Brook Glen would be used to replace grant funding on the other projects, and no projects would be delayed or cancelled as a result.
Separately, council approved Change Order #3 for the recreation and fitness center Phase 1 improvements in the amount of $433,472.90 to address exterior insulation/facade repairs (EIFS replacement), HVAC chiller valve replacement, ADA restroom adjustments and other work discovered during construction. Staff said addressing the exterior work now protects recently renovated interiors and that unused Phase 1 funds would roll into Phase 2.
Council adopted both motions by voice vote.
