La Porte — The City Council authorized execution of a professional services agreement with Cobb Finley & Associates to design the replacement of the Seabreeze Park pier and directed staff to research the feasibility of a rock-jetty alternative.
Staff and Cobb Finley presented options ranging from a timber pier with upgraded composite decking (the design recommended for near-term work) to a concrete piling structure or a larger rock jetty. Cobb Finley’s representative said a rock jetty could cost about $3.5 million and would require comprehensive sediment-transport and habitat studies and approvals from the Texas General Land Office and possibly the U.S. Army Corps of Engineers — a process that could take 12 to 18 months. By contrast, a timber pier with upgraded composite decking had a rough cost estimate of $1.5 million and could be advanced sooner through design and construction bidding.
Council discussed long‑term durability versus upfront cost; several members favored moving forward with an improved pier design now while funding and study work continued for a potential jetty. Councilman McAuley moved to proceed with the contract for design services; the motion carried by voice vote.
Staff will return with design documents for council review before construction bidding or award.
