Council reviews grant-panel recommendations: most applications funded at ~73% of request

Council staff and panel chairs reported results from multiple grant review panels held this fall. Panel processes are discipline-specific and use scores plus a funding formula to allocate available dollars among recommended grantees.
Jana reported the Arts Learning Project Grants panel met Nov. 19 and reviewed 13 applications; 12 were funded while the Malone Center application was judged noncompetitive for lacking depth and clarity. Staff said all recommendations come through panels and are reviewed by the board, and applicants are not notified until after the meeting.
Finance staff and panel chairs explained how award percentages were calculated: using applicant scores, request amounts and the available pool. Staff said the average award level across panels this round was 73% of requested funds, with the lowest funded share at 64%; if any applicant could not proceed at the awarded level, staff would attempt to reallocate funds.
Panel leaders thanked volunteer reviewers for their time and noted some panels included reviewers from outside Nebraska. Board members were encouraged to serve or audit panels to increase in-house review capacity.
Staff did not propose policy changes; they asked members to raise questions if they identify concerns with individual recommendations when the formal award list is presented for final action.
