The council approved proposed contracts with Home Again Los Angeles and North Valley Caring Services to expand homelessness services in San Fernando for one year. Staff said the combined contracts total $332,200 and will be funded by a mix of ARPA, SAMHSA and Measure H funds. Home Again LA will focus on family‑focused supportive services including emergency housing and eviction prevention; North Valley Caring Services will provide street outreach and daily engagement to identify and connect individuals with interim housing and supports.
Staff and contractor representatives explained the spreadsheets attached to the agenda that document families assisted, services delivered and the challenge of tracking outcomes across multiple agencies. Officials said some entries were marked 'NA' when interim‑housing providers did not document outcomes in HMIS; staff and council directed contractors to provide monthly reports and to use HMIS where possible so the city can track placements and outcomes more reliably.
Council members commended outreach staff for on‑the‑ground work and approved the agreements on a roll call vote. Staff said outreach teams will operate Monday through Friday, Home Again LA will provide a part‑time case manager stationed at the Business and Community Resource Center, and North Valley will field two outreach team members who operate in pairs on the street.
