The city—s Community Development Director, Erica Ramirez, told the council the overlay would create development standards and allow either 100% commercial, 100% residential or mixed-use on approved parcels, and staff identified 112 parcels totaling 37.95 acres for potential application. Ramirez said the overlay—s density ranges "24 to 35 units per acre" for residential-only development and 20 to 35 units per acre for mixed use, and that applications would require a sewer and water analysis and a fiscal analysis to evaluate municipal-service impacts.
