Council awards $1.526 million contract for Beltway Drive bike lanes and green‑space improvements (Phase 1)

Joe Pack said the Phase 1 contract covers construction from the Addison Athletic Club east through Midway Road to Beltway Drive and Beltline, and that bids were opened with Sea Green Scaping LP submitting the lowest responsive bid.
Pack said the lowest bid plus an owner's allowance resulted in a not to exceed figure of $1,526,233 for Phase 1; staff also outlined Phase 2 opinion of probable cost (~$225,000) and an additional $18,000 for streetlight relocations, projecting combined Phase 1 and 2 construction around $1.7M against a $2.1M budget, leaving an estimated savings. Council asked about lane reductions in front of the athletic club, traffic calming benefits, schedule (approximately 140 days), and tree preservation. One councilmember recorded a nay on the final voice vote; the motion passed and the agreement was approved.
