Addison seeks regional grant for Westgrove‑Quorum buffered cycle track to link to Silver Line and Cotton Belt Trail

Joe Pack, Assistant Director of Parks, presented a concept plan and funding strategy to seek North Central Texas Council of Governments (NCTCOG) Transportation Alternatives funding to build a two‑way buffered cycle track along Westgrove Drive and Quorum that would link Trinity Mills/Carrollton to the Addison Silver Line station and the Cotton Belt Trail.
Pack described the Kimley‑Horn concept design, pilot tests on Quorum and a proposed condition in which bike lanes are elevated and buffered by parked cars and physical separators in some places. He said the total project opinion of probable cost is about $7 million, of which roughly 80% ($~6.14 million) would be federal and 20% (~$1.54 million) local. Pack emphasized the COG call deadline of Jan. 17, 2025 and explained that if COG funding is not recommended the town can pursue TxDOT statewide funding in a second step.
Council members asked about lane reductions, where parking would remain, how the design affects retail on Quorum and intersections such as Addison Road and Airport Parkway. Pack and staff said detailed signalization and intersection treatments are at the 15% design level and would be refined if the application is successful. Council voted to approve the resolution supporting the application so staff could file before the deadline.
