Kyle City Council certifies Nov. 5 election returns, declares Tobias elected and orders runoff for District 5

At a special meeting Nov. 19, the Kyle City Council approved a resolution canvassing the Nov. 5, 2024 general election returns and declaring winners and next steps.

The presiding officer asked City Secretary Jennifer to read the returns aloud. Jennifer reported vote totals for District 5 candidates: Courtney Goza — 3,259 early votes and 823 election-day votes, totaling 4,082; Mark McKinney — 4,395 early votes and 1,087 election-day votes, totaling 5,482; Melissa Medina — 4,361 early votes and 1,169 election-day votes, totaling 5,530. Because no District 5 candidate received more than 50% of the vote as required by the city charter, the council noted that it will order a runoff between Mark McKinney and Melissa Medina by separate action in accordance with state law.

Jennifer also read results for Council District 6: Michael Tobias (unopposed) with 2,680 early votes and 742 election-day votes. The transcript records the total as "3,000 422," which appears to be a transcription error; the two reported subtotals sum to 3,422. The council formally found the election was duly called and held in accordance with law and declared Michael Tobias duly elected to Council District 6, subject to taking the oath of office.

Following the reading, the presiding officer moved to approve the canvass resolution; the motion was seconded by Councilor Michael Tobias. The presiding officer called the vote and announced, "Motion carries 4 to 0," approving the resolution and the council's findings.

The meeting recessed after a motion to adjourn; the presiding officer said the council would reconvene at 5 p.m.
