Council authorizes possession-and-use agreement to buy 6.699‑acre tract for Bunton Creek Road and water facilities

Assistant City Manager Amber Smyth presented a possession-and-use agreement (PUA) authorizing purchase of a 6.699-acre tract from Triple S Double P Realty, LLC for $2,043,000 to support the Bunton Creek Road bond right-of-way and expansion of the Layman water utilities facility.
Smaller, interim agreements had allowed staff to begin access for construction while negotiations continued. Tim (assistant director for utilities) told council the proposal is for a water-treatment/pump site connected to the Guadalupe-Blanco River Authority supply; he emphasized it is not a wastewater facility and said the design anticipates masonry perimeter walls, enclosed pump buildings and ground storage tanks similar in style to the city’s existing 1626 location. He added that planned road-bond work will underground utilities in the area.
Council members raised resident concerns about proximity to neighborhoods and a school, visual impacts, lighting and traffic during construction. Staff said the initial design calls for one 3,500,000-gallons-per-day ground storage tank with room to add another in the future; the council approved the PUA and authorized the city manager to execute the necessary documents.
