Kyle council approves purchase of 5.11 acres for pump‑station expansion tied to ARWA pipeline

Amber Smythe, assistant city manager, said the property is important for expansion of city water facilities and to provide rights needed for the ARWA (Aqua Resource Water Authority) water‑supply pipeline coming into Kyle. Smythe said the ARWA line is scheduled for completion to the pump station by Feb. 28, 2025, and the city must finalize possession and easements now to avoid work stoppages.
The purchase price, based on an appraisal, is $1,420,346 with closing expected within 60 days of agreement execution. Councilor Zuniga asked whether the appraisal was included in backup; staff said an appraisal exists and is available though it was not in the packet. Smythe said staff had pursued a donation of property but timelines and the tract size did not align with project needs.
Council approved the purchase 6–0. Staff noted possession and use agreements would allow ARWA and the city immediate access during construction.
