Bond counsel Stephanie Libby summarized the expansion and the finance plan, which earmarks roughly $75 million for a Go Forth Road expansion, $10 million for Quail Ridge subdivision improvements and $15 million toward a proposed joint city‑county facility. Libby said the county has agreed to participate so the TIRZ will move from city‑only to city‑and‑county participation for the added acreage. "In conjunction with the expansion and the additional projects, the county has also agreed to participate in the TIRZ," Libby said.
