Rosie Trulove, director of administrative services, told council the city issued an informal RFQ to study feasibility and design options for an animal shelter and recommended contracting with Jackson and Ryan LLC. The recommendation follows a small, $7,000 concept feasibility engagement and aims to secure a consultant to lead community engagement, programming, building siting and design.
Trulove said the city’s interlocal agreement with San Marcos for animal services expires in September 2026, making a local feasibility effort timely. Council asked staff to ensure the consultant evaluates suitable locations and community engagement plans; staff said the full negotiated contract will return in January for execution and a larger briefing with the assistant city manager.
Council member Zuniga moved to approve the procurement recommendation; the motion passed on a council vote.
