Administrator says county shifting network storage upgrade to ARPA to commit funds before expiration

The Dodge County Board on Oct. 15 approved Resolution 24-46 to award a contract for network-area storage upgrades and to use ARPA funds for hardware, software and installation. The fiscal note shows a reallocation that decreases the sales-tax division by $400,000 and increases the ARPA division by $178,242.
Supervisor Houchin asked why the project was moved from sales-tax funding to ARPA and whether there was insufficient sales-tax money. Administrator Claffer responded: “So the reason that this has switched from one bucket of money to the other, to ARPA, is we want to commit as many ARPA dollars as we can before the end of the year and spend as many as we can before the end of the year... the ARPA dollars have an expiration.” He added that any sales-tax savings would be redirected to road projects identified in the capital plan or remain in the county’s fund balance.
Claffer said the remainder of ARPA dollars not allocated at this meeting are planned for road projects and other capital needs included in the capital plan. The board approved the IT award 30 to 1.
The vote authorizes county IT to proceed with the procurement and to account for the ARPA funding in the 2024 budget. The administrator also informed supervisors that hard-copy budget documents were available in the boardroom and that supplemental finance reports are available electronically or on request.
