Board members also asked whether four‑year‑old Head Start students can complete VPK vouchers (staff confirmed that in many cases the students can and VPK can help pay for teacher and student costs). Staff said Head Start typically ends with no net district cost because allocations are tied to enrolled students and the district has been able to fill the funded slots.
