Superintendent Bernier told the board that the district’s fund balance was at 4.4 percent and warned that without changes the district could fall below the 4 percent level required by state law. ‘‘We are limited in our options,’’ Bernier said as he laid out a list of proposed consolidations that administrators said would reduce operating costs and increase programmatic capacity.
