Caldwell County court approves contracts, plats, budget amendments and routine business

At its Nov. 12 meeting, the Caldwell County Commissioners Court approved the consent agenda and a string of routine but consequential items including development agreements, plats, contracts, budget amendments and procurement selection committees.
Key approvals included:
- Development agreement for Magical Woods RV Park (9-unit park) to bring the facility into compliance with county RV park rules; motion carried unanimously.
- Final plat approval for Linton Hills Phase 1 (75 residential lots, ~485.59 acres) and short-form plat approval for Spotted Horse subdivision (two residential lots on ~7.915 acres).
- Acceptance of a $241,000 proposal from Doucet (a Kleinfeld company) to perform design work for a US 183 turn-lane project and authorization to enter contract negotiations.
- Approval of the Caldwell County appraisal roll for tax year 2024 (Resolution 012025) with amounts entered by the assessor totaling $26,345,002.06, and approval of the Farm-to-Market appraisal roll for 2024 totaling $5,862.75.
- Extension of the county burn ban for two weeks based on fire official recommendations.
- Renewal of the Southern Health Partners inmate healthcare contract for FY2024–2025 at a recorded cost of $800,000, with the sheriff noting plans to rebid next budget year.
- Two budget amendments: (1) move $11,832.17 from contingency to professional services to cover a prior invoice for American Structure Point; (2) move $83,660.34 from contingency into grant fund lines for reimbursable capital murder trial expenses. The court also approved payment of the American Structure Point invoice ($38,410) and acceptance of a Toshiba check to payoff a Xerox contract.
- Approval of evaluation/selection committees for RFQ/RFP processes: Pit Administrator Services (county judge, county attorney, financial advisor, county auditor, county purchasing agent) and External Audit Services (county auditor, first assistant auditor, county purchasing agent).
- Approval to enroll county staff in the Texas Association of Counties annual cybersecurity training program for 2025.
Motions were moved and seconded by various commissioners and carried by voice vote; no roll-call tallies were read into the record. Commissioners recessed to executive session under Texas Government Code §551.071 for consultation with counsel on pending litigation and property issues, then authorized a post-session response to a property owner in accordance with the executive-session discussion before adjourning at 10:27 a.m.
