Caldwell County picks projects to include in Texas GLO disaster-recovery pre-application

Caldwell County Commissioners on Nov. 12 approved a slate of infrastructure projects to include in a pre-application to the Texas General Land Office Disaster Recovery Reallocation Program (DRRP).
Amber (county staff) told the court the GLO opened pots of reallocated funds with quick turnaround and two-year completion windows; eligible projects include flood/drainage improvements, water/wastewater work, street rehabilitation and permanently affixed emergency communications equipment. The county is eligible for multiple pots tied to the 2015 and 2016 floods and Hurricane Harvey, with pot maximums and minimums described by staff.
Commissioners used a list of projects previously submitted during a larger $50 million package and discussed inflation adjustments and precinct representation. After discussion the court approved the following grouping for the pre-application: pot 1 — site numbers 4 and 10; pot 2 — site numbers 11 and 20; pot 3 — site numbers 1, 2, 17 and 16. Staff said the pre-application is a preliminary submission; the GLO will request more detailed backup if the county advances to the next stage.
Commissioners stressed the two-year completion requirement for any selected projects and noted the county may need to combine smaller projects or prioritize those not already covered by the county road bond. Amber said the application deadline is Nov. 21, and staff will update cost estimates to reflect current prices before finalizing the submission.
The court voted unanimously to direct staff to prepare and file the pre-application listing the approved site numbers and to return with additional backup if necessary.
