Caldwell County accepts petition, sets hearing to consider Prairie Lehi public improvement district

The Caldwell County Commissioners Court voted Nov. 12 to accept a landowner petition to create the Prairie Lehi Public Improvement District and called a public hearing for 9 a.m. on Dec. 10, 2024 at the Caldwell County Courthouse in Lockhart to consider the district's feasibility, boundaries, assessment method and estimated improvements.
County Judge Hoppy Hayden read Resolution 032025 into the record, saying county staff had reviewed the petition and found it compliant with Chapter 372 of the Texas Local Government Code. The resolution directs the county clerk to publish and mail statutorily required notice and to make petition materials available for public inspection.
Commissioners also approved Resolution 042025 authorizing a professional services agreement with the developer identified in backup materials as RODG DT, Lockhart Property Company LLC. The agreement, as described by staff, would set terms under which developer funds could be advanced to reimburse county expenses related to levying assessments and the potential issuance of bonds secured by assessments within the proposed district.
The court's action accepts the petition for filing and formally schedules the statutorily required public hearing where commissioners will hear testimony and consider adopting a resolution to create the district, defer action for up to six months, or require additional information. The hearing notice will describe the nature of the improvements contemplated, estimated costs, district boundaries and the proposed assessment method.
No public testimony on the PID was recorded at the Nov. 12 meeting; interested property owners and residents are invited to appear in person or by counsel at the Dec. 10 hearing to comment on the petition.
If the court moves forward after the hearing, further actions would include adopting a formal resolution to create the district and, if applicable, executing the developer services agreement to resolve reimbursements and administrative responsibilities.
