Caldwell County Commissioners approve routine business: proclamations, contracts, bonds, burn ban and budget moves

After an extended public-comment period on the disaster declaration, the Caldwell County Commissioners Court unanimously approved consent items, proclaimed October Manufacturing Month, approved multiple bond actions and contracts (including PHI Air Medical membership), reinstated a burn ban and approved budget and procurement actions; several Kinder Morgan pipeline items were tabled.
After public comment, the Caldwell County Commissioners Court proceeded with its agenda and approved a series of routine and administrative items Sept. 24.
Consent and proclamations: The court approved the consent agenda by voice vote. The court then read and approved a proclamation designating October 2024 as Manufacturing Month; Rachel Sotelo of Workforce Solutions Rural Capital Area joined the court for a photo.
Development and bond items: The court approved a 12-month extension of approved plans for Sunset Oaks Section 6 Phase 1 and accepted completion and a two-year performance period for Tumbleweed Estates Phase 3 with a maintenance bond of $71,941.82. It approved release of a $719,418.15 construction bond for 2302 Tomaway Estates Phase 3 and accepted Livelystone Phase 1 with a $146,335 maintenance bond; later the court approved release of a $1,463,356.73 construction bond back to Livelystone Investments, LLC.
Contracts and procurement: The court tabled two Kinder Morgan items (G7 and G8) at Kinder Morgan's request for further investigation. The court approved a $49,000 professional service agreement with Someday Strategies, LLC for construction oversight of the evacuation center pre-construction activities. The court approved Order 152024 exempting competitive bidding to continue participation in the PHI Cares membership program with PHI Air Medical; James Green (PHI) reported county premium adjustments and said the county averages 2–3 air calls per week.
Public safety and regulations: County staff recommended reinstating the burn ban after recent fires and rising KBDI indices; the court voted to put the burn ban back on. The court also approved Order 142024 authorizing sale of certain fireworks during the Diwali period (Oct. 20–Nov. 3, 2024) with restrictions tied to Texas A&M Forest Service drought determinations.
Training, interlocal and grants: The court approved a waiver (Order 132024) allowing CTPS Training School to continue an on-site range that exceeds acreage limits after the range instructor attested that the facility is safe. The court approved an interlocal cooperation contract with Texas State University for FY2024–25 tobacco-enforcement stings and approved RFP 24CCP 04P to solicit proposals for EPA Environmental and Climate Justice Community Change Grants program administration, along with an evaluation committee for the RFP.
Budget and payments: The court approved Budget Amendment 27, moving $12,702 from a non-departmental contingency to IT machinery/equipment for nine cameras at the Precinct 2 annex, and approved payment of BlueLayer invoice #85063 for $12,702. After an executive session on URA appeals, the court approved paying $632.75 for nine households (total $5,694.75) per the commissioner's recommendation.
Tabled and future items: The court tabled G7 and G8 (Kinder Morgan) for further investigation at the company's request. The court adjourned at 10:49 a.m.
