Caldwell County conditionally accepts Greenhouse Road for maintenance after residents agree to dedicate right-of-way

A majority of the Caldwell County Commissioners Court voted Oct. 22 to accept Greenhouse Road onto the county’s official map and to take responsibility for maintenance — but only after required right-of-way has been surveyed and dedicated to the county.
The decision followed public comments from Anthony Shields, who spoke on behalf of the school district and said deteriorating conditions on Greenhouse Road have caused two drivers to take medical leave and at least one student to hit a bus window because of road movement. Resident Robert Mendoza described potholes, standing water that persists for days and repeated damage from heavy commercial vehicles.
Commissioner Ed Theriault opened the agenda item, saying the road poses a “safety situation” that has required bus pickups at State Highway 142 when conditions worsen and noting the road has a patchwork of dedicated and undedicated sections. Theriault moved to amend the county map to include Greenhouse Road and asked the court to accept it for maintenance.
The judge and other commissioners cautioned the court should not adopt segments the county does not own. The amended motion makes county acceptance contingent on surveys and written dedication of the required right-of-way for the undedicated parcels. The court asked staff to obtain an estimate of survey costs and to report how many parcels would need surveys and whether property owners agree to the dedication.
Autumn Ebarr, a 22-year resident of Greenhouse Road, told the court she would canvass neighbors and secure any necessary signed dedications. County staff noted that engineering work to address drainage would be required before full upgrades could occur and that drainage tied to State Highway 142 likely involves TxDOT or adjacent property owners.
The court approved the amended motion by voice vote; the action will not take effect until the required rights-of-way are conveyed to Caldwell County. The judge said the estimated survey cost per parcel is expected to be modest but did not set a county funding commitment; the court directed staff to return with cost estimates and participation counts before final acceptance.
