Caldwell County issues proclamations honoring PFC Christian Menchaca, CSCD staff and Hot Air Balloon Memorial Day

The Caldwell County Commissioners Court approved three proclamations on July 23 recognizing military service, community corrections professionals and the victims of the 2016 hot air balloon accident.
The court read and approved a proclamation commemorating the 18th anniversary of the death of PFC Christian Menchaca and paid tribute to his service. After the proclamation, a community member thanked the court and spoke about Menchaca's service.
The court also approved a proclamation recognizing July 21–27, 2024 as Pretrial Probation and Parole Supervision Officers Week and the 55th year of service by the Community Supervision and Corrections Department (CSCD) serving Caldwell, Comal and Hays counties. Romelia Lisonbee, deputy director of the Caldwell County CSCD, and other staff accepted the recognition. Lisonbee introduced staff members in attendance.
Finally, the court approved a proclamation declaring July 30, 2024 as Hot Air Balloon Memorial Day in Caldwell County to honor the 16 individuals lost in the 2016 accident.
Each proclamation was approved by motion and voice vote; the actions were ceremonial recognitions and did not impose new policy or appropriations.
