Caldwell County approves $109,475 package to finish CIP work and fund bond public-information program

Gap Strategies and American StructurePoint presented to the Caldwell County Commissioners Court on Aug. 27 a public-information proposal and the remaining scope of work for the county’s capital-improvement program (CIP) tied to a proposed transportation bond. Jeff Barton (Gap Strategies) and Will Connolly (American StructurePoint) described a campaign that would include two direct-mail pieces to every household, a bilingual website with translatable content, short videos for social platforms, printable talking points for county staff, and two open houses (one in the county seat and one in Luling) with virtual participation options.
Gap Strategies said the work would emphasize education over persuasion and provide factual materials about project lists, tax implications, and polling/ballot information. American StructurePoint explained the outstanding CIP work: compiling remaining projects countywide, producing 5–, 10–, 15– and 20-year projections with inflation adjustments, and presenting a final program for future consideration.
County staff and presenters said the total package is about $109,475, with approximately $75,000 allocated to the educational/outreach program and the balance for the CIP completion. Commissioners asked staff to include clear, plain-English descriptions of projects (not engineering jargon) and to consider another outreach event in Martindale. The court moved, seconded, and approved the completion of the CIP and the educational program.
The record shows staff and consultants will follow up with precinct-specific outreach plans and materials; no bond election date was set during the meeting.
