Caldwell County to advance preparations for potential $1 billion transportation bond election

The Caldwell County Commissioners Court on July 23 authorized county counsel and finance advisers to begin preparing documents for a possible 2024 transportation bond election after consultants presented a prioritized project list and financial plan.
Will Conley, principal with American Structure Point, told the court the project list grew out of stakeholder input and public outreach and is "about just over a $1,000,000,000 worth of priorities" across local and state systems. He said the list and estimated financial plan reflect direction the court gave at an earlier meeting and that bond counsel and finance advisers are ready to begin the formal process needed to call an election.
Judge asked staff to bring back any clarifications and project descriptions requested by commissioners. Commissioners discussed minor tweaks to bridge projects and requested clearer, plain‑language explanations for residents. The court voted to direct bond counsel and financial advisers to prepare the necessary documents for a public call and the steps that would lead to a public hearing set for Aug. 13 and, if the court proceeds, placing the measure before voters in November 2024.
The action authorizes staff and counsel to prepare election and hearing materials; it does not set the final ballot language or adopt a bond package. The court did not record a roll‑call vote; approval was taken by voice and recorded as carried.
