Mansfield shortens donation-box setback to 300 feet, clarifies signage rules

The Mansfield City Council on Dec. 9 approved a text amendment to the city’s land‑use code tightening rules for donation boxes.
Planner Rodriguez told the council the two targeted changes are: (1) reduce the minimum setback for donation boxes from freeway rights-of-way (U.S. 287, U.S. Business 287 and State Highway 360) from 500 feet to 300 feet to align with the city’s freeway overlay; and (2) clarify permitted signage by requiring each donation box to display the operator’s name and a contact telephone number on a sign not exceeding 2 square feet, with no more than one sign per side of the box.
Rodriguez said the Planning & Zoning Commission considered the amendment at its Dec. 2 meeting and recommended approval. The council opened and closed the public hearing at 6:52 p.m., moved to adopt the ordinance and voted 6-0. Council did not record public testimony on the item during the hearing.
The amendment sets a civil penalty for violations—a fine not to exceed $2,000 for each offense—and includes the usual severability and savings clauses.
Councilmember Brosh asked what prompted reducing the setback from 500 to 300 feet; Rodriguez advised further discussion could have been handled in executive session and the council recessed briefly for attorney consultation before returning and taking the vote.
