Beatrice board approves $2.8M interfund loan, routine contracts, fees and repairs

The Beatrice Public Schools Board of Education approved a package of routine operational items and a resolution to move funds to the district’s special building fund to cover construction obligations for a new pre-K–5 elementary school.
Interfund borrowing: The board adopted a resolution to transfer and borrow up to $2,800,000 from the general fund (or other permissible funds) into the special building fund to apply toward the new elementary-school project. The resolution cited Nebraska Administrative Code Title 92 Chapter 2 Section 003.0.04c and referenced Nebraska statutes in the motion. Jason explained the mechanism as an internal loan to avoid interest costs from outside borrowing: "We're just borrowing loaning ourselves money from the general fund to put into the building fund to, finish off our obligations for the construction of the new building." The motion was moved, seconded and approved.
Contracts, agreements and personnel: The board approved several contracts and agreements in routine business: renewal of the SOX web-hosting license for the district website at $3,215 per year for three years; an Interlocal Cooperation Act Agreement with ESU 5 for the 2024–25 Alternative Education Program (Beatrice will continue to provide a teacher and receive 15 seats at ESU 5, with ESU 5 providing facilities, paraprofessional support, computers and licenses); and contracts for speech-language pathologists Logan Spilker (4 days), Chelsea Yokel (3 days), Renee Mitchell (5 days), and a new full‑time hire, Claire Pfeiffer. The board also renewed the occupational-therapy contract for Emily Zabanicki for 2024–25.
Fees and facilities: The board set the 2024–25 bus transportation fee at $160 (unchanged). Dr. Nelson noted the district will review comparative fees in neighboring districts during 2024–25. The board approved Tech Masters quotes to repair a middle-school freezer ($8,335.60) and to apply a floor sealant at the high school refrigerator area ($18,800.22); nutrition services will cover those costs.
Administration updates: Mr. Alexander reported a one-week delay in an upcoming street construction start (new start June 24), an HVAC RFP pre-proposal meeting scheduled at the district office and summer-school enrollment of about 303 students. The board set its next regular meeting for July 8, 2024 at 7 p.m. and adjourned.
