Plaistow’s Planning Board on Dec. 20 agreed to continue action on a developer’s request to release construction bond funds and to request additional documentation from the town’s engineering consultant before voting.
Board members reviewed inspection notes indicating outstanding landscaping concerns — several buffer arborvitae “didn’t appear to be too healthy” in the inspection and members questioned whether required plantings and a no-left-turn sign at the Main Street exit were in place. The original bond referenced in materials was about $199,000; staff reported a recommended retainage of $75,100 pending verification.
Board members asked Keach & Nordstrom (K&A) to provide the worksheet showing how the $75,100 figure was calculated and requested that staff confirm whether the required no-left-turn sign and the specified plantings have been installed and are thriving. One member noted plantings are often under warranty for a year and recommended retaining an amount sufficient to cover replacement if plantings fail.
Rather than release funds at the meeting, the board took a procedural vote to continue the release request until the consultant worksheet and responses to sign/landscape questions are provided, and asked staff to place the item back on a future agenda once the additional documentation is available.
