The Plaistow Planning Board on Sept. 18 accepted as complete an application from Barbara Murphy Fielding for a two‑lot subdivision at 11 Spring View Terrace (Map 53 Lot 37) and granted several waiver requests tied to the plan.
Liam Borowski of Fieldstone Land Consultants, representing the applicant, described the existing lot of about 1.39 acres and the proposed division that would create one ~29,000‑sq‑ft lot with 167 feet of frontage and one ~31,000‑sq‑ft lot with 83.83 feet of frontage. Borowski noted the applicant had obtained variances from the Zoning Board of Adjustment (ZBA) for minimum lot size and frontage and that outstanding items included test pits and state subdivision approval.
After staff and the board reviewed waiver requests, the board voted to grant a waiver so locations of existing septic systems and wells within 100 feet need not be shown on the plan for reasons stated in the applicant’s request. The board also waived the requirement to place electric utilities underground for this subdivision because utilities in the area are already overhead. Later the board granted waivers tied to lot‑size‑by‑soil and HIST mapping; members noted that the ZBA had previously granted variance relief for the smaller lots, and the board treated that history as the basis for waiving the subdivision-level requirements.
One board member moved to allow conditional approval subject to receipt of state subdivision approval and submission of test‑pit data; the board and applicant instead agreed to continue the matter to Oct. 2, 2024 at 6:30 p.m. so staff and the engineering reviewer could complete their reviews. Staff recommended that the applicant submit test‑pit data to the planning office promptly.
Votes and procedure: The waiver motions and the finding of completeness were approved by voice votes; several individual members recused or abstained on procedural votes as recorded in the transcript. The board asked staff to keep the application materials in the board’s file so the applicant does not need to refile materials for the Oct. 2 continuation.
Next steps: Applicant to complete test‑pit work (scheduled immediately after the meeting) and submit results and state subdivision approval to staff before the continued hearing on Oct. 2.
